What it requires

The Commission must establish a working group made up of representatives of market surveillance authorities, the authorities responsible for service compliance and relevant stakeholders, including organisations of persons with disabilities.

The group has three functions: help authorities and stakeholders share information and good practice; foster cooperation on implementation so that the accessibility requirements are applied coherently and Article 14 is monitored closely; and provide advice, particularly to the Commission, on how Article 4 and Article 14 are working.

For an operator the group is a signal about enforcement convergence. Guidance and shared interpretations that emerge from it can predict how an authority will read an assessment, even though the group does not bind a business directly.

In practice

The working group's output is a leading indicator. If it publishes a view on how an Article 14 assessment should be reasoned, compare your assessment with that view and record the comparison. Do not cite the group as law; cite it as evidence of convergent enforcement practice, with the date.

What to do

  • Follow published working group material on Article 14 assessments.
  • Use it to test whether your own assessment reasoning matches the convergent view.
  • Record the source and date of any guidance relied on.

Evidence to keep

  • The guidance or minutes relied on, with a date.
  • The assessment review note that responds to it.

Where teams get this wrong

The group is not a regulator and its output is not law. Treat it as strong evidence of how authorities read the text, not as a substitute for the text.
