How a page is written, and how it is checked
One reviewed record drives the pages, the free check, the kit and the watch. A fix is not done until the same input produces the same answer in every output.
1. Read the official text
The source is the Official Journal print, OJ L 151/70, 7 June 2019, 46 pages, Articles 1 to 35 and Annexes I to VI. The PDF is held with its SHA-256, 272d231440988c90417c01d50246d6b3e725c1496faa6a8f028e002aa1d31d87, and the retrieval date is on every page. No page is written from memory, a summary or a search snippet.
2. State each unit in our own words
Each article and each annex that sets an obligation becomes a unit. The unit carries the citation, the party it binds, the requirement in plain English, the evidence an auditor or regulator asks for, the dates and the cross-references. The requirement is deliberately separated from the source pointer: the pointer lets you check us, the requirement tells you what to do.
3. Paraphrase, never reproduce
The instrument is not copied. Article and annex titles and defined terms stay verbatim because they are the names of things; everything else is our own statement, tested against the source with a seven-word overlap check before it ships. If a sentence matches the source for seven consecutive words, it is rewritten.
4. Check the dates against the text
The dates come from the articles, not from a brief. This build was commissioned with 28 June 2027 described as the transposition deadline. The text says transposition was due by 28 June 2022, the measures apply from 28 June 2025, and 2027 is the latest date for the Article 4(8) 112 duty where a member state uses the derogation. The correction is on the home page and on the dates page, with the articles.
5. Diff the source, do not trust the file
The refresh script re-downloads the official text, diffs it against the held snapshot and fails loudly on any change. The diff is what the paid watch sends. The record's change date, the visible last-updated date, the structured data dateModified and the sitemap lastmod all come from that one field.
6. Test the scope engine as law, not as code
The free check has a published regression table of 37 profiles. Each expected value was written from the article text before the engine was run, and each row cites the provision that justifies it. Where the facts do not determine a single answer, the engine returns scope incomplete and names the missing fact.
Limits
The record states the instrument. It cannot state the national measure that applies in your member state, the penalty that measure sets, or any option the member state took under Articles 4(4), 31(3) or 32(2). Those are named where relevant and left for you to confirm. Not legal advice; does not certify.
