QuestionShort answer
When does the European Accessibility Act apply, and is 2027 the deadline? The duties apply from 28 June 2025, when the national measures had to be in force. Transposition was due by 28 June 2022. The date 28 June 2027 is not a general deadline: it is the latest date a member state may set for the Article 4(8) duty on answering 112 emergency communications, and only if it uses that derogation.
Which products does the European Accessibility Act cover?Five product groups are covered when first supplied in the Union from 28 June 2025: consumer general purpose computer hardware and its operating systems, named self-service terminals, consumer terminal equipment for electronic communications, consumer terminal equipment for audiovisual media, and e-readers. Each must meet Annex I Section I, and most also Section II.
Which services does the European Accessibility Act cover?Six service groups offered to consumers from 28 June 2025 are covered: electronic communications, access to audiovisual media, named elements of air, bus, rail and water transport, consumer banking, e-books and dedicated software, and e-commerce. All services meet Annex I Section IV; all except urban, suburban and regional transport also meet Section III.
Does the microenterprise exemption apply to us?It applies only to a service provider with fewer than ten people and turnover or a balance sheet total at or below EUR 2 million. It exempts that provider from the Article 4(3) service requirements and related obligations. It does not exempt products, and it does not remove the 112 duty.
What counts as a disproportionate burden under Article 14?It is a documented assessment that compliance with a specific requirement would impose a cost out of proportion to the benefit, judged on the Annex VI criteria. It cannot be claimed if you received funding provided to improve accessibility, and a service assessment must be renewed at least every five years.
What evidence should we keep for the Accessibility Act?Keep the Annex IV technical file and EU declaration for five years after each placing on the market, the Annex V service information for the life of the service, the Article 14 assessment for five years, and the supplier and customer traceability records for five years on each side. Add a complaint and corrective-action register.
