What it requires
The article connects the standards route in Article 15 to the wider obligations recognised in Article 24. A product or service that conforms with the harmonised standards or technical specifications, or parts of them, adopted under Article 15 is presumed to meet Article 24 to the extent those standards and specifications cover the accessibility requirements.
The effect is to let one standards file serve both this Directive and the accessibility obligations that other Union acts place on the same feature. The limits are the same as in Article 15: the reference must be published, the coverage must match, and a partial application needs the gap recorded.
In practice
Keep one standards table and use it twice: once for the declaration under this Directive and once for the accessibility obligation in the other Union act. The table needs the obligation, the standard clause, the coverage and the gap. A second table maintained separately will drift, and the drift is what an authority finds.
What to do
- Keep one standards register that shows which clauses cover which requirement.
- Record partial application and the alternative solution.
- Use the register to answer both this Directive and the other act.
Evidence to keep
- The standards register with the Article 15 references.
- The coverage map and the partial-application notes.
- The other act's obligation and the clause said to meet it.
Dates
- 2025-06-28The presumption operates as the standards and requirements apply. (Article 31(2))

Where teams get this wrong
The presumption is not automatic across every accessibility obligation. It reaches the requirement the standard covers, and only where the reference has been published under Article 15.
