What it requires

Annex II is a set of illustrations, expressly not binding, showing ways a product or service can meet the Annex I requirements. It follows the structure of Annex I, with a section for each requirement, and pairs a requirement with one or more practical examples.

The examples are design illustrations. They include, for instance, information given in more than one sensory form, text that screen readers can read, subtitles on video instructions, tactile or spoken alternatives to a written warning, larger and better separated touch targets, reduced force, avoidance of flicker, headphone sockets on terminals, alternatives to fingerprint recognition and predictable software behaviour with enough time to act.

The annex also shows its own limits: several entries say that no example was provided, including for parts of the interface list and for support services. That is a useful warning against treating the annex as a complete checklist. It is a set of illustrations, and the binding requirement remains the Annex I text.

In practice

Use the annex as a workshop input. Take one Annex I clause, read the examples beside it, and ask the design team which example fits the product and which would fail. The value is in the discussion and in the options it generates, not in a checklist that can be copied into a file. The blank entries are a reminder that the list is incomplete.

What to do

  • Use the examples to generate design options, never as the compliance standard.
  • Check every option against the Annex I requirement it illustrates.
  • Do not cite the annex as the source of a legal duty.

Evidence to keep

  • The design option log, with the Annex I clause each option serves.
  • The test result for the option actually built.

Dates

  • 2025-06-28The annex illustrates requirements that apply from this date. (Article 4, Article 31(2))

Where teams get this wrong

A team can turn an example into a specification and then miss the requirement it was only illustrating. The annex says it is non-binding, and some requirements have no example at all.
